[code_review] Allow re-requesting review suggestions after the revision is updated

Currently the review suggestion can be requested only once per each revision.
This works if the update on the revision is minor.
But if the revision is significantly modified (e.g. the author took different approach), it would be nice to request the suggestion with the updated patch.
