Chocolatey intermittent issue obtaining checksum

Describe the bug

There are occasions when we fail to fetch a checksum for the Windows package when building the Nuget package. This causes the package to later fail validation when being submitted to the Choco validation system.

To Reproduce

Intermittent.

Expected behavior

We should fail to build the package rather than push a package without a valid checksum
