Resizing panels only works for History #1172

Inspector Version
- 0.21.1
Describe the bug
Moving the resizer between the list of Tools and the bottom History (splitter) doesn't actually resize the top part - only the history
Expected behavior
Both contents should resize to fit the assigned height.

Not sure what "Inspector V2" is referencing since I am using latest v0.21.1
