Argument list too long

Hello,
I tried to compiled a c code and at the linking stage i get the error "Argument list too long".
I tried to increase ulimit but still not working.
Is there a way to fix that ?

That's not so easy. I tried to compile the project Petsc, there's no issue with a pure unix system but with mingw64 it seems the maximal argument length is too short.
