Create Issue

Setup

• Have a PR in a GitHub repo either waiting for your review or assigned to you
• Clone that repo locally
• Start a chat in that window in the Agents Window so that the Agents Window knows about that repo

Testing

• Open the Agents Window
• For locally cloned GitHub repos, there's a new action in the repo title "Create Session from Pull Request"
• Click on that action.
• Verify that the PRs that are shown in the quick pick are ordered in a way that is relevant to you
• Choose one of the PRs
• Verify that a chat session is created, and that it already knows about this PR. Verify that when you ask it questions about the PR it doesn't immediately start fetching more info about the PR
