update is "installing..." then nothing is updated

Testing #324437

I switched from manual to default update mode.
At some point within the next 2 hours after switching, an update started, shows installing....
Eventually (several minutes later), there is no indicator of any update, and checking for updates starts installing... again.

also installing... has now been showing for 5 minutes, so maybe I'm just in a bad state with updates
