Steering messages disappear from Copilot CLI (for new sessions)

Similar to #300485
But this is specific to steering

In video below, I ask the CLI to add emojis to the readme, followed by another (steering message) for more testing info
The latter steering messages disappear after the emoji prompt finishes.

I also tried just queueing 1 message, but that had the same issue.

I followed these steps and while I had queued msgs and it was responding, I excited out of the chat (like back to the panel showing all my chat so I could look at another one). Once I got back to the chat with the queued msgs I no longer saw them and the chat convo was over
