Forked jest/setup.js to make up for missing RefreshControl Mock

Problem Description

Upstream stopped publishing files in any __mocks__ folders, which is fine, except it breaks tests that verify the RefreshControl (because the mock is now missing).

This was already fixed upstream, we're just not there yet. Once these PRs are merged, this override should be removed.
