Adding Execution Provider into ONNX RT

Hi,

We are developing an execution provider for our accelerator that supports compilation on Linux using Docker and deployment on both Linux and Windows.

Would it be acceptable to upstream if we only support Linux compilation via Docker?

Additionally, I would like to understand the guidelines, policies, and test suites required for integrating an execution provider into the ONNX Runtime upstream.
