In which package (if not Microsoft.ML.OnnxRuntime) is dnnl_provider_factory.h located? #21600

Describe the issue

I am trying to use MKL.
The note on the Microsoft.ML.OnnxRuntime.MKLML however says that it's s deprecated, and we should use "Microsoft.ML.OnnxRuntime" instead.

When I install this package, there is no "dnnl_provider_factory.h" which I believe is necessary to use MKLM.

Where is this file located?

To reproduce

Try to find a package in Nuget that contains "dnnl_provider_factory.h".
I have not found one and no further information where to find it.
