Add lifecycle management for lab runners

Today, we reset a runner's state through hyper-v checkpoint resets on our lab.

To onboard windows ES, we need to have logic that assumes a fresh new vhdx of the latest build exists somewhere on disk, and scripts to provision a VM / manage connection to Github backend.
