Outlook AutoComplete List Issue

I migrated a user to a new laptop. Everytime he tries to delete a single autocomplete email address, using the X when it populates, it deletes it temporarily and then is then available within 15 minutes. I've gone through quite a bit of troubleshooting, landed on the Microsoft page (https://docs.microsoft.com/en-us/outlook/troubleshoot/contacts/information-about-the-outlook-autocomplete-list) and saw the MFCMAPI information. I'm looking for any help you can provide on how to edit the autocomplete email address list.

I've already gone through all the easier steps listed on the site and they've not resolved the issue. Any help or thoughts are greatly appreciated.
