Possible to Enforce / Turn On Referential Validation?

Is it possible to enforce / Is there a setting to enable referential validation/integrity?

So that if I were to create a Questionnaire Response with a subject reference to Patient/111, and Patient/111 did not exist on the server, the server would prevent the creation of the resource / throw an error?

Thanks for @GitForceJedi , we do not support referential validation today during creation/ upsert. We will add this in our backlog list. Thanks !
