PiCamera2 is now shipped with the latest Raspberry Pi OS, so we can update the the virtual IoT device code to use a CounterFit version of this.

**This is dependent on this issue being closed: Add shim for PiCamera2

Update the Capture an image instructions to use the Picamera2 shim

Add a step to the program the camera task to use Pillow to resize/rotate.
