Create a core framework dotnet-tool global; publish to nuget.

Will be a very thin Shim that ends up calling into the library which does all of the real-work(tm).

Build Tasks

  • New project and hosting of the CLI library
  • Package release build

Release Tasks

  • Release into Preview; then Nuget feeds
