All Handlers inside Commands namespace use MediatR; create a couple of Behaviors for

Telemetery; record intention (Noun, Verb pair) to private AI; should honor a enviromental flag to turn this off
Logging Client Handler - records intention (Noun, Verb, commandspec); preformance; success or error logs
