Relax transformers contraint on "small_base"

Hi Felipe,

any reason why we can't bump the constrain on transformers in "small_base" to be "transformers >= 0.2 && < 0.5"?

Btw, if the answer is yes, you can easily do that via the new Hackage features of "amending" a manifest, without releasing a new version :)
