Add basic project scaffolding:

  • more OWNERS
  • add to Prow
  • add some linters and checkers
  • add shellcheck

Work on going. Merged:

I think we only need shellcheck added for basic scaffolding to be done.

After that, we can work on adding golangci-lint from the start, so it isn't so painful to add later.
