Core 'provides' modules not appearing at top of search (for exact matches)

Not sure if related to #909, because the modules are being returned, just not in the appropriate order.

e.g. Search for 'Tie::Hash' (or "Tie Hash") - Tie::Hash only appears as 'lib/Tie/Hash.pm' on page 2, under "Tie::Hash::NamedCapture" and the "46 more results from perl"

or "Tie::Scalar" - appears far down on page 1, but again as "lib/Tie/Scalar.pm"

Looking at https://metacpan.org/release/perl it seems that modules listed under 'Provides' but not under 'Modules' are not being indexed correctly.

There's also a Tie::Hash inner package in https://metacpan.org/source/RJBS/perl-5.20.0/lib/DBM_Filter.pm

It shows as lib/Tie/Hash.pm (instead of Tie::Hash) because the pod is not directly linked to the module, since it does not conform to =head1 NAME\n\n$pkg - $abstract:

We could consider opening up the parser to accept the comma-separated names.
That would also solve the problem for Tie::Scalar.

Both of those return as the first result when I search for them (on the main search results page).
If I click on the "search in distribution" ("47 more results from perl") link, Tie::Hash is a few items down, but Tie::Scalar remains on top. So perhaps the scoring has been improved since this issue was opened.
