- Passengers are not allowed to enter.
- This does not apply to:
- passengers with a Hong Kong SAR, China passport;
- passengers with a Hong Kong SAR, China "Document of Identity for Visa Purposes";
- residents of Hong Kong SAR, China with a Permanent Identity Card;
- residents of Hong Kong SAR, China with an Identity card with the asterisk, the code "A" or the code "R";
- residents of Hong Kong SAR, China with an Identity card with the code "C", accompanied by a visa;
- residents of Hong Kong SAR, China with an Identity card with the code "U". They must have a prior approval from Hong Kong Immigration;
- residents of Hong Kong SAR, China with an Identity card accompanied by a visa with "Permission to remain extended until". They must enter within the validity of the permitted stay;
- passengers with a residence or study visa issued by Hong Kong SAR, China;
- passengers who in the past 14 days have only been in the Mainland of China, Chinese Taipei or Macao SAR, China;
- passengers with a diplomatic, an official or a service passport traveling on duty;
- spouses and minor children younger than 18 years of Hong Kong SAR, China residents. They must present proof of their relationship;
- deadheading crew;
- merchant seamen.
- Until 22 April 2022, passengers who in the past 14 days have stayed for more than 2 hours in Australia, Canada, France, India, Nepal, Pakistan, Philippines, United Kingdom or USA are not allowed to enter.
- Passengers transiting through Hong Kong SAR, China must:
- have a connecting flight booked on the same ticket, and
- have all the boarding passes printed, and
- have their baggage checked through until the final destination.
- Passengers are not allowed to transit through Hong Kong SAR, China to the Mainland of China.
- This does not apply to passengers with a diplomatic passport.
- Passengers entering or transiting through Hong Kong SAR, China must have:
- a negative COVID-19 PCR or RT-PCR test taken at most 48 hours before departure of the last direct flight to Hong Kong, SAR China. More information can be found at https://www.coronavirus.gov.hk/eng/inbound-travel-faq.html#FAQB5 The name in the test result must match the name on the travel document, or a written confirmation issued by the laboratory with the name of the passenger must be presented; and
- a document proving that the laboratory is:
- ISO 15189 accredited; or
- approved by the local government. All documents must be in Chinese or English.
- This does not apply to passengers arriving from the Mainland of China or Macao SAR, China.
- Passengers must have a COVID-19 vaccination certificate showing that they were fully vaccinated at least 14 days before arrival. The certificate must be in Chinese or English or accompanied by a written confirmation in Chinese or English issued by the health authority of the country of vaccination. Vaccines accepted are: Anhui Zhifei Longcom, AstraZeneca (SK Bioscience), AstraZeneca (Vaxzevria), CanSinoBIO (Convidecia), Covaxin, Covishield, Covovax, IMBCAMS, Janssen, Moderna (Spikevax), Nuvaxovid (Novavax), Pfizer-BioNTech (Comirnaty), BioKangtai, Sinopharm, Sinovac and Sputnik V. - This does not apply to:
- passengers who in the past 14 days have only been in Mainland of China, Chinese Taipei or Macao SAR, China;
- passengers younger than 12 years accompanied by a fully vaccinated parent/guardian;
- passengers between 12 and 17 years old with a COVID-19 vaccination certificate showing that they received one dose of Pfizer-BioNTech (Comirnaty) at least 14 days before arrival.
- Passengers must have a hotel reservation confirmation in Chinese or English for a minimum of 14 nights. The hotel must be listed on https://www.coronavirus.gov.hk/eng/designated-hotel-list.html .
- This does not apply to passengers who in the past 14 days have only been in Mainland of China or Macao SAR, China;
- Passengers arriving from the Mainland of China or Macao SAR, China must have a negative COVID-19 PCR or RT-PCR test taken at most 3 days before arrival. More information can be found at https://www.coronavirus.gov.hk/eng/inbound-travel-faq.html#FAQB5
- Passengers who in the past 14 days have only been in Mainland of China, Macao SAR, China, are subject to home quarantine for 14 nights.
- This does not apply to passengers with a COVID-19 vaccination certificate showing that they were fully vaccinated at least 14 days before arrival. They are subject to home quarantine for 7 nights. The certificate must be in Chinese or English or accompanied by a written confirmation in Chinese or English issued by the health authority of the country of vaccination.
- Passengers and airline crew must complete a Health Declaration Form at https://www.chp.gov.hk/hdf/. This will generate a QR code which must be presented upon arrival.

- Airline crew are subject to medical screening upon arrival and self-isolation in a hotel.
- Airline crew who in the past 21 days have been in or transited through Albania, Algeria, Angola, Antigua and Barbuda, Argentina, Armenia, Aruba, Australia, Austria, Azerbaijan, Bahrain, Bangladesh, Barbados, Belarus, Belgium, Bermuda, Bhutan, Bolivia, Bonaire, St. Eustatius and Saba, Botswana, Bosnia and Herzegovina, Brazil, Brunei Darussalam, Bulgaria, Burkina Faso, Cambodia, Canada, Cape Verde, Cayman Isl., Chile, Colombia, Congo (Dem. - Merchant seamen must have:
- a negative COVID-19 PCR or RT-PCR test taken at most 48 hours before departure, and
- an approval letter from the Marine Department, and

- Until 22 April 2022, flights from Australia, Canada, France, India, Nepal, Pakistan, Philippines, United Kingdom and USA are suspended.
