Read only room ACL permissions don't work as expected

When trying to manage a read only room via access control list, non-admin users just disappear. Steps to reproduce:

1. Unsure hardware importance but using Rak4630 and firmware 1.15.0
2. Set room to read only.
3. Login and add other admins (this works fine)
4. Add a "read/write" user. This will appear to work and the read/write user will be in the list.
5. Exit access control and re-enter. All "read/write" users are gone.

This is weirder and maybe an app bug. When I veiw the ACL via serial I see the expected entries with "02" as permission. I can also sign in without using password, but these can't be managed outside of the command line. Only admin users show up.
