### Description First iteration of fixes that came up as a result of the Chainsecurity audit. Some issues are still pending and will be fixed in a future PR. Fixes 6.1) Insufficient Check in SystemParams by ensuring it can not be set to a value < 1e18
Also adds a new error to distinguish MinBoldInSP from MinDebt
