Define python version for plugins that have strict limits #1482

Related to #1481

Once we have the feature meltano/meltano#8020 in Meltano to define a python version we should define this setting in a few plugins that we know fail in higher python versions. I dont know which ones yet but I do know they exist. We can see https://github.com/meltano/hub/actions/workflows/metadata-extract.yml for the plugins that failed on certain python versions but not others and use the highest as the default.
