ci: bootstrap pin moves to 2026.9.3.2

Published, mirrored and indexed: openxlings/xim-pkgindex's `latest` points at
2026.9.3.2 and that commit's `Publish Index Artifact` run is green, which is
what `xlings install` consumes. The GitCode mirror's linux-x86_64 payload was
re-downloaded and its SHA256 recomputed against the GitHub sidecar, equal, and
equal again to what the index records.
