Can't remove items in quick_tags mode via drpdown if max_selectable > 0 and max_selectable items have already been selected

Describe the bug

in quick_tags mode, when max_selectable > 0 and the maximum number of items have been selected, one cannot deselect items
using the dropdown

Expected behavior

I expect to always be able to remove items via the dropdown in quick_tags mode, even if the number of maximum selectable items has been reached.

Actual behavior

When the number of maximum selected items is reached, I can't remove items using the dropdown
