Consider Hierarchy of Units (i.e. Battalion) for Reporting

Perhaps we can add a structure to units like a battalion to allow roll-ups and access restrictions.

So, @erichmccartney brought up a good point which I didn't consider when I originally added this in that at a certain level of aggregation, the information because sensitive/secret/something.

BN is ok the aggregation doesn't come into play until the BDE level as even a BN USR isn't secret unless signed by BC
