Getting two errors:

"unsupported parameter for module: become_user"
"unsupported parameter for module: become"

For the add CONSUL_RPC_ADDR to .bashrc task in install.yml. Removing them fixed the issue. Should I open a PR?

That sounds like you could be using an older version of Ansible. From memory that started being supported and recommended from around v1.9, what version are you using ?
