When appropriate, add a CITATION.cff file and a citation page in docs.

Note that currently, we have a docs.bib
handling citations for us - what is the benefit of CITATION.cff? is this best saved until #107 is taken care of?

To clarify: it's where we put the citation to the multidms paper. Github will display a citation sidebar in the repo (near where license is displayed). We should also have a docs page on how to cite, with a bibtex and APA citation that can be copied.
