Add import from CSV feature

There were some prospects asking if Matomo could import GA data from a CSV file, the contacted us during the last few weeks of the GA3 sunset asking for the possibility of import from a CSV file instead.

This enhancement is waiting for more prospects / customers to request it for us to gauge the need of such feature.
