contents of battery applet is not presented to screenreader

Expected behaviour

When the battery applet is present in the Mate panel and I use the tab and shift+tab keys to cycle through icons on the panel, the information related to the battery is announced when the battery applet is focused.

Actual behaviour

When cycling through icons, nothing is announced when the focus is on the batter applet.

Steps to reproduce the behaviour

1. ensure that the battery applet is on the panel
2. launch orca - screenreader
3. press ctrl+alt+tab to focus the panel which contains the battery applet
4. press tab to cycle through icons. Notice that nothing is announced when the applet is focused
