GH action for testing miner / validator

Based on #99

It is expected that we have an action thats able to determine which of the neurons are affected by the PR changees

This should trigger -> miner integration tests or validator integration test depending on the result of above

@hide-on-bush-x from your suggestion, do you think this is dependant on Docker image generation/Docker-compose? Or is the scope of this task to develop a GitHub action that can understand if changes are to validator or miner files?
