Some more advanced, power users of XSLT use catalog files. Saxon HE 10 .NET has some support on the command line and some instructions in https://www.saxonica.com/documentation10/index.html#!dotnet/xmlparsing on how to set one up from C# code/the API but this features needs some research before being added.
