V2 arrow functions static check

In case the build tag duckdb_arrow is set up, the static code check doesn't still know that arrow types and function is defined.

I propose to make the version with arrow.go that will build without duckdb_arrow flag. The functions will return not implemented error.

By my opinion it would be closer to "go way".

If other are agree I can implement it.
