height position and scrolling problem on the bar

Please help me. I'm desperately in need of your help.

I have attached a vide link to the problem
and I have also shared the css and HTML .

I'M USING REACTjs along with GATSBYjs.

### What is the problem:
My problem is, as you can see here in this video here.
I'm not able to scroll down, I have to drag the scrollbar-thumb in order for me scroll.
Also the scrollbar is not displaying properly, like the height of the scrollbar is small.

Please help me.
