It happens very rarely, but I use this app for years, and finally I found the culprit of the problems I initially thought I had with my Windows 10 installation, but it turned out it was 3RVX.
Suddenly the cursor becomes unresponsive till you go to task manager. But if you point your cursor to any other window again, the cursor will heavily stutter again till you close explorer.exe and start it again.
Before it was needed like 10-15 seconds to restart explorer in that situation, but over years it doesn't restart itself and I need to go to task manager.
I found 3RVX is the culprit, because once the problem occurred, 3RVX closed itself and stopped working - the app disappeared from tray. Now I noticed it.
When I restarted it, its settings showed up, but I think it didn't show up in tray till switched the option about showing in tray. Then the cursor stuttered for a while and reappeared in the tray.
TBH, The tray issue is something I'm not entirely sure happened for me the last time when updated to beta 10, but it surely happened in the past. But cursor stutter is still here for sure (doesn't cause any problems, though).
Maybe even with previous beta, it didn't happen that explorer.exe didn't want to restart itself, so it only happened with newer versions and then it stopped happening, so explorer only restarts itself occasionally. Can't tell for sure.
I didn't have any crash from 3RVX when it happened, but only from explorer:
