Hot module reload doesn't work during development

This "bug" just affects development.

To reproduce

1. run make dev
2. Open up a browser http://localhost:8009/membership/members
3. update any of the admin frontend files to trigger a rebundling
4. the page doesn't update (which it should, when it works)
