Cluster resource usage and scientific impact for 2024 RSAP reporting

@alanbchristie will need your help to report how the cluster compute resources have been utilised for an IRIS RSAP report. The RSAP is a board that manages IRIS resource requests and current allocations. We need to report compute resources utilisation and scientific impact:

• Brainstorm metrics for Fragalysis's scientific impact. Number of: snapshots, unique/total logins, datasets disseminated and algorithms developed (P2 follow-ups).
• Currently have 1100 CPUs allocated to the xchem-follow-up project. Originally 652 CPUs assigned with additional 448 added this year for the fragmentation job. Are the additional CPUs still being used and will we continue to need this allocation?
• CPU utilization data for the last 90 days should be provided for the "xchem-follow-up" project.
• The 60TB Echo S3 account for 6 months needs to be explained.
