Some preference tabs should probably be scrollable

I'm looking at the Controls tab in the Preferences window, and it looks like the window itself extends beyond the bottom of my screen without any scrollbar or other way to reach the bottom.

The bottom-most option is "Miscellaneous", so I might not actually be missing any options, but I still thought I'd share the feedback.

I'm on a MacBook Pro 13-inch Retina from Early 2015, running macOS Monterey 12.7.5 and AltTab 6.69.0.
