Node directory is not created in Windows Environment #531

When running build in windows environment, node directory is not created.

Below is the error log.
[C:\projects\absolute\\bootstrap\command\npm: C:\projects\absolute\\third_party\node\npm.cmd: No such file or directory]

In real Windows environment, i found that there is no node directory under 'absolute\third_party'.

Revert reasons:
  The change breaks AppVeyor build.
