I'm guessing that the Days with too few hours entered view is intended to highlight days you forgot to fill in.
From a company/project management point of view, a Weeks with too few hours entered view would be more useful, because it's fairly common and acceptable to work 8.5 hours one day, and 7.5 the next. Meanwhile, there should still be a full number of hours on a weekly basis.
Personally, I would like to have some kind of 'missing hours for all users' view be the first thing everyone sees when they log in, because transparency is the best way to keep people honest.
