Communication: Add Presentation Panel for Tutorial Groups

Towards the end of the tutorials there was a lot of chaos with students asking every tutor if there is still a slot available for presenting homework or tutorial exercises.

Describe the solution you'd like

In the tutorial view, add a new panel where the students can apply for a presentation slot for the H or T-exercise in the week prior to the tutorial.

As soon as the registration deadline for the H and T-Exercises for the next week is over I suggest that they get matched with the following priorities:

• Students that did not present yet and are assigned to the tutorial group have the highest priority
• Students that did not present yet and are not assigned to the tutorial group have the second highest priority
• Students that are assigned to the tutorial group and want to improve their presentation score have the third highest priority
• Students that are not assigned to the tutorial group and want to improve their presentation score have the least highest priority

This would require us to track in Artemis which students already presented.
I believe this system could greatly reduce stress for both the students and tutors when coordinating mandatory presentations in courses.

Add some matching functionality for a global channel where students can tag the tutorials they want to present in.
