Avoid refresh data on EACH startup

Feature description

App main data (loaded from refresh data algorithm) are actually downloaded on each startup.
It is expected that data should not be refreshed on each startup but periodically (e.g. weekly).

Additional context

It should be possible by using a variable to store last update timestamp and check this variable before executing refresh.
