Provide a choco package

Chocolatey is a wide-spread package manager for Windows. There already is a devpod choco package which is maintained externally. Therefore, it tends to be outdated as it's nearly impossible for the maintainer to keep up with the devpod releases.

What about integrating the build and publication of choco packages into the devpod release build to ensure that there is a package for each release?
