Cannot use keyboard to navigate files in a new tab

Issue
Arrow keys don't navigate files when on a newly opened tab

Steps to reproduce

• Open a folder using the open-in-new-tab keyboard shortcut (shift+return for me)
• switch to that tab using ctrl+pgdwn
• press arrow keys
  nothing happens

Expected behaviour
The first file should become selected and arrow keys would work normally from then on
Possibly some variation on that, such as the first file always starting as highlighted (as with the behavior when you press F3 twice to split the pane and then unsplit it)

Same issue in Nemo 6.2.8 (Mint 22 Cinnamon).

My temporary workaround is to double press F3, which is stupid.

This is very inconvenient for keyboard oriented users.

This is still a problem in Nemo 6.6.3. There is no way to shift focus into the file list. It is an accessibility issue for people who cannot use a mouse.
