uninstalling a kernel also installed a kernel

Describe the bug
When uninstalling the 4.15 kernel, the 5.0.0-32 kernel was installed.

To Reproduce
Steps to reproduce the behavior:

1. Install Linux Mint 19.2
2. Upgrade to 19.3
3. Install the 5.0.0-37 kernel in the Kernels app
4. Restart so it will start using the 5.0.0-37 kernel
5. In the Kernels app, uninstall the 4.15.0-20 kernel

Expected behavior
It not install the 5.0.0-32 kernel

I may have encountered this bug, just now on Mint 20.3.

I had uninstalled some 5.13 kernels, using the Update Manager. After I had done that, the manager offered to install a 5.13 kernel, even though no kernels on that branch remain installed (and I was actually running a 5.13 kernel). Removing packages left over from the 5.13 kernel installations (doing so via sudo apt-get autoremove && sudo apt clean && sudo apt autoclean) did not stop the behaviour. Nor did restarting Update Manager. Nor does apt itself offer me the update. Screenshot:

I think I found an easy way to reproduce this:

1. Have multiple kernels installed, for example 6.5.0-41 and 6.5.0-28
2. Disconnect from the network.
3. Go to View -> Linux Kernels and use either Remove or Queue Removal + Perform Queued Actions buttons on an older kernel.
4. Downloading Package Files dialog appears.
5. Removal of 6.5.0-28 kernel fails with network errors trying to fetch 6.5.0-44 kernel:

   W: Failed to fetch http://security.ubuntu.com/ubuntu/pool/main/l/linux-hwe-6.5/linux-modules-6.5.0-44-generic_6.5.0-

I tried to check whether the problem persists on Mint 22.3. I failed - because of the following problem (to which cf. perhaps #591 and #51). I had mintupdate open. I disconnected my network. The system froze. It has been frozen for some five minutes now. I found that I cannot even open a tty. I had to 'raise elephants'. After a reboot, the System Information tool found no crash report.

I can't reproduce this using steps from my message. At some point a while ago I got the same issue with plain apt, so Mint is likely not at fault here, and it appears to have been fixed upstream by now.
