Describe your suggested feature

When data-saver mode is enabeled we should gain access to "tiny" quality YouTube streams

I think it could be implemented that when data-saver is on it selects the lowest possible bitrate stream for the resolution or a new option for 12 fps video appears

It would also be nice if we could choose thumbnail quality instead of no thumbnail at all

Other details

itags for tiny quality YouTube 12 fps streams are 597 or 598 for video and 599 or 600 for audio if that helps
