[Task] Create a local runner to deploy apps locally

What should be done

We should add the possibility to deploy your app locally for easier testing.

Currently, we need to create a gitlab repository with the correct configuration to deploy the application using the gitlab pipeline but I can be quite time consuming.

We could define a new PIPELINE_RUNNER value such as local.
