Updated Slack.yml for Slack Notify on Star Job

- The "Slack Notify on Star" job in GitHub Actions was failing due to issues in the Slack.yaml configuration. This commit addresses the problem by updating Slack.yaml to ensure the job runs successfully.
- Fixes issue #29
