Create TrueNAS SCALE App (Helm Chart) for Frigate NVR

TrueNAS SCALE is an open source NAS operating system and management software which supports custom "Apps". The app framework is built on Kubernetes using enhanced Helm charts.

Frigate is an open source NVR (network video recorder) with Realtime Object Detection for IP Cameras. In 24/7 recording mode, it creates a lot of data, so running it on TrueNAS is a useful usecase.

It's also part of the k8s@home project, see here: https://artifacthub.io/packages/helm/k8s-at-home/frigate

The TrueCharts project is a community app catalog for TrueNAS SCALE apps.

To benefit the community, a PR should be submitted to TrueCharts, adding Frigate as a TrueNAS app, including all Frigate specific and relevant configuration options, e.g. volumes, shm-size, and exposing any compatible TPU hardware installed on the host to the Frigate container.
