This is caused when Hugo templates are not playing nice when heading has link and it being converted to linkable anchor elements in html. |

The table of contents / navigation has a link to "Writing Custom Middleware", for which the link is the following:
The actual section further down the page is just a hyperlink to a separate doc section on writing custom middleware, so that later link itself is valid, it's simply the navigation section that was maliciously edited from what I can see.
I'd recommend evaluating other content to determine if there are other similar bad edits.
